It's very difficult these days to purchase a good domain with the .com extension especially if you are small startup with a limited budget. The key is to be realistic especially if the domain is a one one word generic. be sure to be frank about ability to pay as you don't want to waste someone's time intentionally. All negotations have to start somewhere though, and done professionally. Here is a suggested offer letter. Good Luck!

Dear Sir/Madam:
Re: Offer to Purchase Domain
We are a recently established business being run on a very tight budget. We are contemplating setting up a website and have been advised that we should register the .com extension of our company name.
In checking online, it appears the domain is already registered with an established site. We are not sure as the site seems to be one page with a number of links and an invitation to make an offer to purchase the domain.
If we understand correctly, we are now making an offer of (insert offer price) for full ownership and control of the domain for your consideration. Again, we are a start up company and our cash resources are constrained; nonetheless, we are excited to hear back from you and trust our offer will be acceptable.
Awaiting your reply.
Sincerely,
