近日，据西南石油大学党委学生工作部（处）网站消息，该校两名留学生2022年1月1日凌晨不假离校，后于当天早上在地铁站内因琐事引发打架互殴，两人被站内执勤民警制止并带离调查。
据警方出具的治安调解协议书，双方均造成了伤害后果。
近日，学校对以下学生违纪情况进行了查处，现通报如下：石油与天然气工程学院石油工程专业2018级学生A（学号：2018XXXX0027，来源国：坦桑尼亚联合共和国）、 化学化工学院化学工程与工艺专业2019级学生B（学号：2019XXXX0005，来源国：利比里亚共和国），于2022年1月1日凌晨不假离校，于当天下午返回学校，构成了夜不归寝的违纪事实。同时，该两名学生于1月1日早上在地铁站内因琐事引发打架互殴，被站内执勤民警制止并带离调查，在公共场合造成了一定的社会影响。根据警方出具的治安调解协议书，双方均造成了伤害后果。根据《西南石油大学国际学生违纪处分办法》第三章第十四条第三款“违反学生公寓管理相关规定的，按下列情形给予纪律处分：（三）私自在外租房住宿或经查实无故晚归、晚出、夜不归寝的，视情节轻重，给予严重警告以上处分”，《西南石油大学国际学生违纪处分办法》第三章第十二条第一款“实施打架、斗殴或者故意伤害他人身体的，按下列情形给予纪律处分：（一）动手打人，造成伤害后果的，视情节轻重，给予记过或留校察看处分”，以及《西南石油大学国际学生违纪处分办法》第二章第七条第六款“违纪行为有下列情形之一的，应当从重处分：（六）同时具有两项以上违纪行为的”之规定，为严肃校纪，教育本人，经研究决定，给予学生A、B留校察看处分。特此通报。请广大国际学生引以为戒，珍惜在中国的学习机会，顺利完成学业。一、请国际学生严格遵守中国政府和学校关于疫情防控的相关规定，如有违反，学校将根据相关规定进行处理。二、根据《西南石油大学国际学生违纪处分办法》第二章第五条之规定，“若在处分期限内再次违纪，学校将视情节延长其处分期限。”，“两次受到学校纪律处分，再次发生违纪行为，或在留校察看期内有新的违纪行为的，直接给予开除学籍处分。”三、国际学生必须遵守中国法律法规及学校规章制度，遵守中国社会公德，尊重中国风俗习惯。如有违反，将受到中国法律法规处罚以及学校相关纪律处分。四、请各国际学生培养学院切实做好学生的法纪教育，加强国际学生的日常联系和管理。Bulletin of International Students Violating Disciplines or Laws (25)All schools and international students:Recently, the university has investigated and dealt with the following students' violations. The announcement is as follows:Student A (School: Petroleum Engineering, Major: Petroleum Engineering, Grade: 2018, Student Number: 2018XXXX0027, Country of Origin: The United Republic of Tanzania) and Student B (School: Chemistry & Chemical Engineering, Major: Chemical Engineering and Technology, Grade: 2019, Student Number: 2019XXXX0005, Country of Origin: Republic of Liberia), left the university campus without leave application in the midnight of January 1, 2022, and returned in the afternoon of the same day, which constituted the disciplinary violation fact of staying outside overnight. Meanwhile, in the morning of January 1, the two students fought each other due to trivial matters in the metro station. They were stopped by the police on duty in the station and taken away for investigation, which caused a certain social impact in public. According to the public security mediation agreement issued by the police, both parties caused injury consequences.According to the provision of Article 14 (3) of Chapter 3 of the Measures for Punishment of Disciplinary Violations of International Students of Southwest Petroleum University, “Those who violate relevant regulations on the management of student dormitories shall be punished according to the following circumstances: (III) Those who privately rent apartments outside, return to the dorm or go out after the required time, or stay outside overnight shall be given a punishment of Serious Warning or above according to the seriousness”, Article 12 (1) of Chapter 3, “Those who commit a fight, an affray or intentionally harm other person's body shall be punished according to the following circumstances: (I) Those who hit others and cause harmful consequence shall be given a punishment of Demerit Recording or Academic Probation according to the seriousness”, and Article 7 (6) of Chapter 2, “In any of the following circumstances, anyone with disciplinary violations shall be given a heavier punishment: (VI) Having two or more disciplinary violations simultaneously”. For the purposes of emphasizing the disciplines and educating the student, after discussion, the disciplinary sanction of Academic Probation (sanction level 4) is given to student A and B.It is hereby notified. All international students, please take these as lessons and cherish your study opportunities in China. We sincerely hope that you can smoothly complete your studies.1) International students are required to strictly abide by the relevant regulations of the Chinese government and the university on the prevention and control of COVID-19 pandemic. If there is any violation, the university shall deal with it according to relevant regulations.2) According to the provisions of Article 5 of Chapter 2 of the Measures for Punishment of Disciplinary Violations of International Students of Southwest Petroleum University, “In case of another violation of discipline within the punishment period, the university will extend the punishment period according to the circumstances.”, “In case of another violation of discipline caused by a student who already has two disciplinary sanctions from the university or in case of a new violation within the Academic Probation period, the violator shall be directly expelled from the university.”3) International students must abide by Chinese laws and regulations, rules and regulations of our university and Chinese social morality, and respect Chinese customs and habits.
