Staff at Xi'an Jiaotong University's Academic Affairs Office confirmed on Thursday morning that the university will no longer require College English Test Band 4 (CET-4) and Band 6 (CET-6) scores for degree conferment. This news has sparked significant online interest and a range of opinions.
网传西安交大教务处通知文件显示，经学校2023年第五次本科生院院务会研究决定，该校不再将大学英语四六级考试、校内英语水平专试和校外其他各类英语专试是否参加及其考试成绩，作为本科生毕业及学士学位授予条件。该决定自2023年9月1日起实施。
9月21日上午，西安交大教务处工作人员告诉记者，网传西安交大不再将大学英语四六级考试成绩作为学位授予条件的文件属实，但其他具体细节不方便透露。
Xi'an Jiaotong University's Academic Affairs Office has announced that, as of Sept 1, 2023, they will no longer consider the scores or participation in exams such as CET-4, CET-6, school-level English tests, or external English proficiency exams as requirements for undergraduate student graduation and bachelor's degree conferral, following a decision made during the university's fifth undergraduate school affairs meeting in 2023.
The university administration has stated that they are unable to disclose any further information on other matters.
是否应取消挂钩，网友吵翻

英语四六级不与本科学位挂钩，其实并不新鲜，据东方网报道，复旦、上海交大、华东师大、华东理工4所高校早在2005年就对外表态，英语四级不与本科学位挂钩，其他本科高校尽管没有明确表态，但部分高校已开始采用四级考未通过的学生可用英语学位考的方式来替代。
Decoupling CET-4 and CET-6 scores from undergraduate degrees is not a new development. Some universities, like Fudan University, Shanghai Jiao Tong University, East China Normal University, and East China University of Science and Technology, made this move back in 2005. While other universities didn't explicitly state it, a few started allowing students who didn't pass CET-4 to use English degree exams as an alternative.

事实上，自2004年《中华人民共和国学位条例》修正后，从教育部层面，学位授予与四级考试已经脱钩。2005年，教育部宣布对英语四六级考试进行改革，不再发放合格证，改为发放成绩单，并重申教育部从未要求四级与学位挂钩。2006年12月，四六级考试从此不再对社会考生开放。
2013年7月， 国务院学位委员会重申：国务院学位委员会和教育部并未制定学士学位授予与英语四级考试挂钩的办法。而对于没有脱钩的学校做法，教育部表示“从未将英语四级考试与学位授予联系在一起。”
专家：理性看待
21世纪教育研究院院长熊丙奇对齐鲁晚报·齐鲁壹点表示，从上个世纪90年代以来，对于把英语四级考试与毕业、学位授予挂钩，当时的社会舆论就有比较多的质疑。2005年，教育部对英语四六级考试进行了改革，取消了发四级的合格证，改为只是给成绩单，并明确从来没有要求将四级考试成绩与毕业、学位授予挂钩。随之就有不少学校取消了四级考试成绩与毕业、学位的授予挂钩，就此看来，西安交大此次取消四六级考试与毕业、学位授予的挂钩，是比较晚的学校了。对此，不必大惊小怪，要用理性的态度对待大学英语教学与四六级考试的关系。
熊丙奇认为，取消将四级考试成绩与毕业、学位授予挂钩，对于四六级考试考试来说，是进行社会化改革，由学生根据自己的需要，选择是否参加四六级考试，而对于学校来说，则是英语教学重大的转变，从围绕四六级考试开展英语教学，转变为重视学生的英语实际能力。
在熊丙奇看来，大学对英语教学的重视，不体现在要求学生参加统一的四六级考试上，恰恰相反，必须摆脱应试思路，重视学生的英语能力培养，社会舆论也要以理性的态度对待英语社会化考试。
Xiong Bingqi, the president of the 21st Century Education Research Institute, sees this as a societal reform, enabling students to decide if they want to take the CET-4 and CET-6 exams according to their needs.
It also encourages schools to focus more on students' actual English skills. He emphasizes the importance of shifting away from exam-centric thinking and fostering English proficiency in students, suggesting that public opinion should approach these changes with a rational perspective.
