【案例研讨】亚太地区经典PSC案例二(上篇)


某集装箱船,建造于2010年,接受了港口国监督检查官的检查。除其他缺陷外,还记录了以下两个缺陷:

1705 - SOPEP联系人列表不是最新的。
1551 - 白昼信号灯备用灯泡不足。


A container ship, which was built in 2010, was inspected by PSC officer. Among other things, the following two deficiencies were recorded:

1705 – SOPEP contact list not up to date

1551 – Spare bulbs not enough for daylight signaling lamp


争议 DISPUTE 

船公司不同意上述缺陷,原因如下:

1.船上的SOPEP国家联系方式是从IMO网站下载的最新的列表。港口国监督检查官指出这个缺陷的理由仅仅只是因为联系表中该港口的VHF频道和电话号码与他所在港口的实际号码不同。

2.船上备有2个白昼信号灯备用灯泡已经足够了。该港口国监督检查官说,至少应该有3只备用灯泡,这是过高的要求,因为在SOLAS公约中没有要求。


The company of the vessel did not agree with the above mentioned deficiencies for the following reasons:

1.  The ship's SOPEP National Operational Contact point was the latest list downloaded from the IMO web-site. The PSC officer pointed out this deficiency was only because the VHF channel and telephone numbers for his port provided in the list were different from the actual ones.

2.  There are 2 spare bulbs for daylight signaling lamp on board which would be enough.

The PSC officer said that there should be at least 3 spare bulbs, such was considered over request because there is no requirement in SOLAS.
