缺陷1)
对于该缺陷,港口国监督检查官和港口国当局就相关SOLAS公约和IMO通函的所做的理解是主观的。这个案例中,船舶建造年月应当被考虑在内。
缺陷2)

Deficiency 1)
The interpretation of the relevant SOLAS regulation and IMO circular by the PSC officer/port State Authority regarding the deficiency appeared subjective. Year of built of the ship should be considered in this case.
Deficiency 2)
Similar to deficiency 1), the explanation by the PSC officer/port State Authority seemed subjective. Both the SOLAS regulation and the guidelines referred to are considered not applicable for the vessel in question based on year of built. Furthermore, if the number, type and location of lifebuoys are found in consistent with the safety plan, the deficiency should not be recorded. In case the PSC officer has doubt regarding the carriage requirement, flag State/RO may be consulted.
Deficiency 3)
Although there would be different views on whether a hatch cover with “H” marking should be considered as an on-purpose helideck or a non-purpose helideck, if quantity and location of fire fighter’s outfits are in line with the fire control plan, no deficiency should be recorded generally.Should the PSC officer have doubt thereon, he may request clarification and confirmation fromthe flag State/RO. It would not be appropriate to make reference to the guide book by industry
organization (i.e. ICS for this case.) for a deficiency.
