一、背景
中小型LNG一般指35万吨/年及以下的天然气液化项目。近年来中国天然气来源呈多元化趋势，特别是煤/焦炉气制甲烷、页岩气、煤层气等非常规天然气的发展。这些气源规模相对较小而且分散，管道输送不够经济，LNG项目规模灵活，可以有效解决产品运输问题。此外，管网调峰的需求、车用LNG的兴起以及国家鼓励发展天然气分布式能源，也将驱动中小型LNG项目的发展。
中国约有总计120家左右的中小型LNG工厂处于运行或建设中。未来5-10年中小型LNG产业将进入快速发展时期，为天然气生产、液化、LNG运输和接收终端整个产业链的参与者都将带来发展机遇。中国大部分地区天然气和LNG有1-1.5元/立方米的价差，使天然气液化工厂具有良好的经济性。
与此同时，中小型LNG产业发展也面临着挑战。首先，随着天然气价格改革的推进，原料价格上涨将影响项目经济性。其次，LNG工厂单位投资高，需要在确保安全可靠性和易操作性的前提下，优化设计并尽量控制投资费用，以降低液化成本，提高竞争力。此外，确保LNG项目成功的因素还包括选址和布局、生产规模、工艺流程技术等。
在连续5年成功主办煤制天然气、页岩气等会议的基础上，由亚化咨询主办的首届中小型LNG技术经济研讨会将于2014年9月25-26日在上海召开。会议将探讨天然气价格趋势与LNG市场需求，中小型LNG工厂的建设运营经验与运输解决方案，LNG工厂的工艺技术与设备选择，LNG下游应用前景展望等。

Background
Middle &small scale LNG generally refers to the 350kt/a and below Natural Gas liquefactionprojects. Recently, Chinese NG sources show diversification trends, especially unconventionalNG development, including coal/coal-oven gas to SNG, shale gas and coal bedmethane. These gas sources scales are relatively small and scattered, transportedby pipeline is not economy, while LNG plant have flexible scale, and caneffective solve the products transportation problems. In addition, therequirements of pipeline peak-shaving, the rising of LNG vehicle and NG baseddistributed energy system will also drive the market demands of middle &small scale LNG.
There areabout 120 middle & small scale LNG plants are in operation or underconstruction. In the coming 5-10 years, middle & small scale LNG industrywill enter the rapid development period, which will provide the developmentopportunities to participants in whole industry chain, including NG production,liquefaction, transportation and terminals. NG and LNG in most areas ofChina have CNY 1-1.5/m3 price margin, which make the NG liquefactionplants have good economical efficiency.
Meanwhile, middle & small scaleLNG industry also faces some challenges. Firstly, with the NG price reformationpush on, the raw material price increase will reduce the project economicalefficiency. Secondly, LNG plant requires high unit investment, under theguarantee of safe, reliable and easy operating, it needs to optimize the designand control the investment to reduce the liquefaction cost and improve thecompetitiveness. In addition, factors like site selection and layout,production capacity, process technology will also influence the success of LNGprojects.
