Depends on where you are, some places are more whitish grey because of lots of titanium oxide and aluminum oxide, other places are brown, other places are much darker. The Moon has a pretty complex geology, people tend to think of it as all being the same everywhere though.

It's an illusion due to lack of reference points.
I once saw a documentary that showed how the astronauts wanted to walk over to a hill; turns out it was more of a mountain-sized thing and much further away than expected. IIRC anyway.

It's not an illusion; the horizon is in fact physically closer. The scaling issue you're looking at is the lack of an atmosphere making distances harder to make out.

ESA, Roscosmos(Russian NASA) and Jaxa(Japanese NASA)) are run by the government, the reason why we did or didn’t do something will always be politics. If/when the commercial sector starts doing more it will then be because of money.
