I live in a smaller city in Australia and our bus drivers do this. Essentially if there is a strike you work out whether you have to pay or not by what the driver is wearing. As the drivers legally cannot tell you to fare evade, the sign is if they are in casual clothes rather than uniform, don't bother paying.
