1957年3月7日生于北京，现为中国戏曲学院美术系教授，中国美术家协会会员。1978年9月——1982年7月，

在中央美术学院油画系学习并获得学士学位；1982年9月——1984年5月，任教于清华大学建筑系；1984年5月至今任教于中国戏曲学院美术系。

王忻的作品具有理想主义和唯美主义的特点，兼容学院派艺术和象征主义因素于一体，在一些作品中表现出他与众不同的特点和文化追求。画风典雅细腻，色彩微妙，造型生动，具有扎实的写实功力和抒情气质的风格。在他的画面中体现出唯美和理想中的境界。
