如何正确控制装载使船舶既到达最大载重线水尺又不至于超载，是船长、大副最为关心的问题。船舶超载影响船舶储备浮力，损害船舶安全；船舶超载，哪怕是lcm就是不适航，是扣船的最确凿理由；海事调查中一旦发现船舶超载，极有可能导致保险公司拒赔。
此处所谈的超载仅仅是指“国际载重线公约”意义上的超载，即仅考虑船舶相对应的季节及海域的最大允许载重线吃水，也就是法律意义上的超载，暂不考虑外在航道水域的水深限制。如果装货港或卸货港的航道水深限制更严格于载重线水尺时，则当然是用更严格的水尺来计算宣载量和最终的开航水尺。
1 判定超载的依据
判定船舶超载的标准就是依照《l966年国际载重线公约(LOADLINE 1966》，所以我们还是先来看看公约里是怎么说的：
(1) except as provided in paragraphs (2) and (3) of thisarticle，the appropriate load lines on the sides of the shipcorresponding to the season of the year and the zone or area inwhich the ship may be shall not be submerged at any time when theship puts to sea，during the voyage or on arrival.
除本章(2)、(3)条情况外，船舶两舷相应于该船舶所在季节及其所在地带或区域的载重线，不论船舶在出海时，在航行中，或在到达时，都不应被水浸没。
(2) when a ship is in fresh water of unit density the appropriateload line may be submerged by the amount of the fresh waterallowance shown on the international load line certificate. wherethe density is other than unity，an allowance shall be madeproportional to the difference
