The State Administration of Work Safety released a notice regarding the installation and application of the "Six Systems" for safety in metal and nonmetal underground mines as well as the temporary provisions of supervision and checks. The notice clearly requires Chinese mining enterprises to establish and improve the underground personnel positioning system by the end of June 2013.
The notice said that the "Six Systems" of underground mines refer to the monitoring and control system, underground personnel positioning system, emergency refuge system, wind pressure self-rescue system, water rescue system and communications and liaison system.
The notice requires underground mining enterprises to install and apply the "Six Systems" within the time limit and strengthen daily management and maintenance to ensure the normal operations of the system. Security regulatory authorities above the county level are responsible for the supervision and inspection of the installation and application of the system for underground mining in their own administrative areas.
The notice also stressed that underground mining enterprises that cannot complete the construction of the "Six Systems" within the time limit will have their safety production license provisionally suspended by related security regulatory authorities above the county level in accordance with the law and provisions.
They will be required to rectify and improve their standards within a time limit. Underground mining enterprises that still cannot complete the project within the time limit will be shut down by local governments.
