Among the deaths, three people are in Thua Thien-Hue province, one in Quang Tri, two in Quang Nam and two others in Quang Ngai, said the committee.
The committee said that due to heavy rains, many houses were submerged and some were completely damaged.
Heavy rains also caused landslide and blocked the road system, isolating some communes.
Local authorities in the affected areas were evacuating people to safe places and reserve food, clean water and drugs.
Local authorities were also required to closely monitor the water levels of reservoirs in these provinces, according to the report.
