烟草公司的新策略 理工大学大礼堂

时隔三年又一次来到河南理工大学的礼堂，还是熟悉的感觉。

英国于2016年5月21日生效了烟草平装法（plain packaging）。根据该法，烟草公司将失去通过品牌和低价推广产品的能力：首先，所有烟盒均需采用世界上最难看的颜色，一种脏脏的绿色（muddy green），被戏称为“用过的尿布”（opaque couche，即婴儿便便的颜色）。其次，以后烟民们再也买不到小包烟、手卷烟（rolling tobacco），带有薄荷醇（menthols）等芳香味的香烟将在2020年5月前逐步淘汰（be phased out gradually）；最重要的是，烟盒的外表健康警告内容（obvious health warning）需占盒表面65%以上且前后及上三面必须有，而且对品牌名称的字体、大小和位置（font, size and position）都有限制规定。虽然该法去年就落地生效了，但由于给予了烟草商12个月的宽限期（grace period），烟草商们全力以赴地想法应对（look for loopholes）：一方面花重金聘请律师团队期待以知识产权（商标）受到侵犯为由通过诉讼推翻法律（endeavor to scrap the law）；另一方面在去年5月之前全速生产带有明显商标设计的旧有烟草产品（a massive stock building exercise），以保证市面上旧包装的烟草可以存在尽可能长的时间（have their branded packs in the market for as long as possible）。结果是目前市场上囤积了大量的旧包装烟草产品，烟草公司却没有在去年5月之前完成给这些产品贴标签的工作，无法控制和统一烟草价格对于烟草公司来说是致命之殇。所以烟草公司想出了雇用其它机构专门贴价签这一损招，于是有了今天这个句子。最后忠告大家，珍爱生命，远离烟草。但是不的不说，烟草税基本能和国防开销持平，这也是我们控烟的难点。没有最根本的动力。
