I think they only give advice when asked. I often meet people who feel the need to give me advice, even when I haven't even asked for it. I can't imagine an expert would ever do this. 

I think an expert, when they give advice, would explain the options available and the benefits of each option. I think expert advice is giving someone choices, rather than just telling them what they should do.

Finally, I think they keep the advice brief and simple. Too much advice and one can get confused or even forget all the advice that was given.
