教科文组织呼吁采取行动,确保互联网促进包容和共同发展

2019年10月21日,第六届世界互联网大会“互联网公益慈善论坛”在中国乌镇举办。联合国教科文组织驻华代表处主任兼教科文组织驻中国、朝鲜、日本、蒙古、韩国五国代表欧敏行女士出席了该论坛并发表主题讲话。

欧敏行女士在讲话中强调:“互联网访问在社会参与中发挥越来越重要的作用,特别是对于残障群体来说更能成为有力的工具,可以为他们的工作、学习和娱乐提供更多的机会。” 她呼吁各部门利益相关方采取行动,确保互联网真正实现促进包容性和共同发展,其中包括:

  • 提高残障议题的能见度,提升公众对残障的理解,这是确保将残障群体的需求,包括对信息通信技术及互联网无障碍的需求,作为国家优先事项的第一步。

  • 提高公众,特别是政府、决策者、教育者、统计学家、非政府组织、残障组织和信息通信技术行业等主要利益相关方,对信息通信技术无障碍的认识和理解。

  • 让残障人士,特别是掌握信息通信技术无障碍领域专业技能的人士直接参与其中,以更好地了解信息通信技术可以帮助解决的各种需求和功能。

  • 收集和发布统计数据,研究残障、互联网访问和个人收入之间的联系。

  • 引进可以帮助残障人士免费或低价访问互联网,特别是移动互联网的程序、政策或法规。

  • 在主流信息通信技术行业和公共部门中推广通用设计原则。

  • 促进向残障人士开放的基于信息通信技术的职业培训和高等教育。

UNESCO calls for actions to ensure Internet for Inclusiveness and Common Development

The Forum on Internet Public Welfare and Charity of the 6th World Internet Conference was held on 21 October 2019 in Wuzhen, China. Ms. Marielza Oliveira, Director of the UNESCO Beijing Cluster Office and UNESCO Representative to the People’s Republic of China, the Democratic People’s Republic of Korea, Japan, Mongolia and the Republic of Korea attended the forum and delivered a keynote speech.

In her speech, Ms. Marielza Oliveira stressed, “Internet access plays an increasingly central role in societal participation, and can be an especially powerful tool for persons with disabilities, providing greater opportunities for work, study and leisure.” She called upon stakeholders from multiple sectors to take actions to ensure that the Internet is indeed for Inclusiveness and Common Development, including through:

  • Promoting the visibility and understanding of disabilities as an essential first step to ensuring that the needs of persons with disabilities, including the need for Information and Communication Technology (ICT) and internet accessibility are considered a national priority. 

  • Raising awareness and knowledge of ICT accessibility, in particular among key stakeholders such as governments and decision makers, educators, statisticians, NGOs, Organizations of People with Disabilities (DPOs), and ICT industries. 

  • Involving persons with disabilities directly in order to properly understand the variety of needs and abilities that ICTs can address, particularly those which have expertise in the field of ICT accessibility. 

  • Collecting and publishing statistical data to investigate the link between disability, Internet access, and personal income. 

  • Introducing programs, policies or regulations that facilitate free or reduced-rate Internet access for persons with disabilities, in particular mobile Internet access. 

  • Promoting the principles of Universal Design in the mainstream ICT industry and the public sector. 

  • Promoting ICT-based vocational training and higher education of persons with disabilities.
