自9月1日开始，东京备忘录开展了为期三个月的以STCW为主题的集中检查会战CIC，截止到9月13日，共开展PSC检查782艘次，滞留21艘次。
其中澳大利亚、中国、印度尼西亚、日本，韩国、巴拿马、俄罗斯、泰国、越南均有滞留案例。
港口国监督研究分委会对上述滞留案例进行分类整理，选取17个典型缺陷，供行业参考。

04121 Crew familiarisation with Emergency Systems
Duty engineer not familiar with the critical operation of valves and pipes system in the stage of fuel oil change over, it is demonstrated by the named vessel was unable to be maneuvered freely at CJK channel area, which is a high density and narrow water area, on 30th Aug 2022. The main engine shut down suddenly and presented a danger at that time, which was caused by the misused inlet valve of the intermediate shaft bearing lub. oil system, but not the valves in the fuel oil system.
值班轮机员不熟悉燃油转换系统重要阀门和管线的操作。事实上，2022年8月30日，该轮由于将燃油进口阀和中间轴滑油进口阀错误使用，导致主机停车，在密集水域失控。
