Terminator? Killer Robots
Science and technology move at a relentless pace, while plodding international diplomacy flounders behind. That’s the problem facing delegates arriving today in Geneva for the fifth meeting of the UN-sponsored Convention on Conventional Weapons to discuss what should be done to control the development of lethal autonomous weapons—or “killer robots” as their opponents dub them.
Over the next ten years, many weapons systems with limited autonomy will be fielded by the world’s leading military powers. All will be controlled either directly by a human being or at least supervised by one. But weapons with the cognitive ability to decide which targets to attack, as well as when and how, are coming.
Those NGOs that want to stop them in their tracks will be disappointed. The best they can probably hope for is the emergence of rules aimed at keeping humans in the decision-making loop. Whether such rules will be enforceable is another matter.
