本年度的CIC已经搞了一个多月，按照东京备忘录公布的消息，从9月1日至10月1日共滞留117艘船舶。
一般情况，东京备忘录滞留船舶月均在100艘左右，这么看并没有大幅度提高，这与老编的预测有所差距，各位船东可以稍微放松警惕，虽然搞不明白出现这种情况的背后逻辑，但希望继续保持这个低迷的状态……
1.The crew were unable to perform a satisfactory fire drill. when simulate engine room fire, the engine room vent was not closed and fire-fighter's outfit dress non-standard, the lifeline was not connected during fire fighter enter engine room.
模拟机舱失火的消防演习不合格，具体不合格的表现是:机舱没有关闭风机，船员穿消防服不利索，消防员进入机舱后，消防绳没有固定在一个合适的位置。
2.Fire drill for galley room be witnessed by PSCO and found to be not satisfactory——not starting fire pump, non two jets of water, not checking operation of fire damper and ventilation in drill area, not checking arrangements for ship abandon and no rescue team with stretcher（厨房模拟消防演习不合格，具体不合格表现是：没有启动消防泵，没有准备两个皮龙，没有检查演习区域风机，没有检查弃船相关设备，救援队没有带担架）
3.During E/R fire drill, after fire alarm, crew members directly muster in E/R, not reportting to muster station, fireman wearing fireman’s outfit in E/R, and other crew members also standing in E/R which is fire scene without wearing fireman’s outfit, crew members can not carry out fire drill according to muster list. fire drill not satisfactory. （机舱模拟消防演习，消防警报响起后，船员没用在应急集合地点集合，而是直接在机舱集合，探火员穿上消防服之后，其他船员依然在机舱等待，船员不知道应变部署表上自己应该执行的任务）
4.During fire drill found following deficiency: no fire detection before putting out the fire by water, no person close the ventilation of fire area. （消防演习期间，发现如下不合格项目：灭火前没进行探火，没有关闭着火区域通风系统）
5.One fireman’s protective clothing found broken. Fire drill carried out and found not satisfactory, fireman enter the fire scene with the SCBA low pressure alarm activated.（消防服破损，消防演习不合格，消防员呼吸器报警）
以上消防演习是今年让船员头大的项目
1.The ventilation motor in independent generator engine not able to stop from outside.（发电机间的风机不能从外部关闭。）
2.The three isolation valves for main fire line on main deck leaking. （消防系统，三个隔离阀漏水）
3.Isolation valve for main fire line on deck severely rusted, some of them found inoperated.（消防系统隔离阀锈蚀严重，不能开关）
1.the emergency door release unit of bridge fire door malfunction.
从图片看是这个绿色的手动释放装置玻璃碎了，小缺陷。
2.the self-closing fire door that escape routes to open deck fastened with rope.
逃生通道防火门被绑上了，这个真的特别普通特别多
3.The fire door for the ECR escape route was blocked from the ECR side that can not open from the other side.
集控室通往逃生通道的门被锁住。
4.The Air Balance Duct Of B-0 Class Fire Door For Room 405 Was Detached.
405房间，B-0级防火门透气窗被移除。
5.The open direction of door on coaming deck corridor port side in escape routes is not in way of the direction of escape（coaming 甲板，走廊右舷逃生通道的门与逃生通道的方向不一致）
1.fire hose on bridge deck found leaking seriously.
消防皮龙漏水，很常见。
2.Main fire pipe near isolation valve on main deck found rusted and holed. （消防主管线上消防隔离阀附近管线锈蚀、洞穿）
1.The filter on control air pipeline for ventilation damper closing device leaking.
机舱风机遥控关闭装置滤器处漏气。
2.Ventilator of bosun store room unable to be closed.（水手间风机无法关闭）
1.Fire alarm detection system fault on main pannel alarm.（火灾探测报警系统控制面板显示故障报警）
2.The alarm of the fire detection system is unable to be activated in the circumstance of more than three fire detectors in accommodation disconnection（PSCO让船员测试火灾探测报警装置，测了三个探头，并没有激发报警）
3.Audible and visal warning for the release of fixed co2 fire fighting system out of order （二氧化碳系统报警声光报警装置故障）
4.Two fire detectors in and outside air conditioner room malfunction when test（两个火灾报警探头故障）
5.The audible alarm not sounded throughout the crew accommodation and service spaces when the fire alarm signals in E/R not received attention more than 2 mins（报警激发2min后，生活区依旧没有报警声音）
1.The internal dimensions of the escape enclosure in engine room found less than 800mm*800mm (700mm*750mm) . (机舱逃生通道实际为700mm*750mm，尺寸不满足800mm*800mm要求)
2.The fixed CO2 system discharge pipe for NO.6 C/H rusted seriously and holed at three position（6号货舱的固定式二氧化碳系统有三处锈穿和破损）
