Fa Zhou loved their daughter Mulan as she was. You have to consider the historical setting in the film. He knew Mulan’s troubles in fitting into social norms. She was a beautiful girl but with an outgoing personality that cannot be contained as a regular housewife. They had trouble finding her a suitable husband even with the matchmaker. Fa Zhou knew that Mulan was trying hard to be the ‘best daughter’.

King Triton had his reasons in being so strict and protective of his family. He would give up everything including his trident, just to save his daughter and his people.
