政府已经实施了为期28天的封城期，以阻止新冠肺炎的蔓延。要使隔离生效，我们所有人都必须尽自己的一份力量 — 呆在家里，以强化这些物理隔离措施的重要作用，并确保遵守新通过的通过的《新型冠状肺炎临时措施法案》COVID-19 Temporary Measure) Act。
从现在起至2020年5月4日，离开你的住所是违法的，除非它基于以下目的，例如工作、采购，供货或提供服务。其他目的包括：获得紧急医疗、参加户外娱乐活动(单独或与与你住在一起的家庭成员)，或搬家。
新法案禁止任何规模的家庭或公共场所的社交聚会。该禁令包括禁止在家或公园等公共场所，与不同住一处的家人或朋友举行私人或其他性质的聚会。
所有学生及雇员须注意以下事项：
1.雇员：雇员应继续居家办公，在校园内工作以提供基本服务者除外。只有事先获得大学批准的员工(通过其学校主席、研究所/中心主任或HOD)才能在必要时返回校园进行必要的维护工作或维护实验室中的关键项目。
2.学生：提醒学生遵守他们的在线或远程学习计划，并强烈建议学生呆在家里，避免不必要地外出。如果他们因基本目的而离家，例如购买食品杂货或外带食物，他们必须与任何人保持一米以上的距离。学生应该积极主动地确保自己的健康和幸福，包括保持正常生活，保重身体健康，并通过技术手段与同学和朋友保持社会关系
3.宿舍/校园居民：居住在校园内的学生、教师及其家人不得聚集在校园私人住所或公共场所，因为这是非法的。公共空间包括公共区域和住宅共用大厅、大厅长椅等座位和儿童游乐场。除跑道外，南洋理工大学的所有体育设施均保持关闭。居民只有在必要时才能离开自己的住所，例如去看医生、购买食物杂物、接收外卖食品或户外锻炼，同时须与其他人保持安全的距离。为了方便，居民可以选择打包食品或外卖服务。
4. 执法和处罚：执法人员，包括警官、公职人员和卫生官员，可对无视规则的个人、企业主或组织采取行动。
根据《传染病法》的规定，首次违法者可被处以最高1万美元的罚款和6个月的监禁。多次违法者最高可被判罚款二万元、入狱12个月，或两者兼施。属本署雇员及学生的违法者，还可能会受到学校的纪律处分。由于情况严重，请遵照当局最新的指示，时时遵守法律。南洋理工大学会继续密切监察有关情况，并随时向你汇报最新的发展情况。

Dear Students and Colleagues,
We trust you are all keeping well during this circuit breaker period.
The government has implemented the 28-day circuit breaker to stem the spread of COVID-19. For the circuit breaker to be effective, all of us must do our part – Stay Home.
To reinforce the importance of these ramped-up physical distancing measures, and to ensure compliance, Singapore has passed the COVID-19 (Temporary Measures) Act.
Under the new law, it is an offence from now till 4 May 2020 to leave your residence unless it is for an essential purpose, such as going to work for, or to obtain goods and services from, an essential service provider. Other essential purposes include obtaining urgent medical treatment, engaging in outdoor recreational activities (alone or with a family member who lives with you), or to move to another place of accommodation.
Social gatherings of any size, in homes or public spaces, will no longer be allowed under the new law. The ban includes having private parties or gatherings with families or friends not living together, at home or in public spaces such as parks.
All students and employees are to take note of the following:
Employees:
Employees should continue to work from home, except for those who are required to work on campus to provide essential services.
Only employees who have received prior approval from the University (via their School Chair, Institute/Centre Director, or HOD) may return to the campus occasionally to perform essential maintenance work or maintain critical items in the labs, as and when necessary.
Students:
Students are reminded to follow their online/remote learning plan and are strongly advised to stay at home and to avoid going out unnecessarily.
If they are to leave home for an essential purpose such as to buy groceries or take-away food, they must keep a distance of at least one metre from any individual.
Students should proactively maintain their health and well-being, including keeping to regular routines, taking care of their physical health and maintaining social relationships through technology with their classmates and friends.
Hall/Campus residents:
Students, faculty and their families living on campus may not gather at your private campus residence or in public spaces, as it is illegal to do so. Public spaces include common areas and shared facilities at residential halls, lobby benches/seats, and children’s play areas. All NTU sports facilities (except the running track) remain closed.
Residents may only leave their residence when it is essential to do so, e.g. to visit a doctor, to buy take-away food, collect packed meal/food deliveries, or to exercise outdoors, while keeping a safe distance from others.
For convenience, residents may opt for packed meal catering (email: CHAO@ntu.edu.sg), or choose their own food delivery service.
Enforcement & Penalties:
Enforcement officers, including police officers, public officers and health officers, may take action against individuals, business owners or entities that flout the rules.
In line with penalties under the Infectious Diseases Act, first-time offenders can be fined up to $10,000 and jailed up to six months.
For subsequent offences, the penalty is a fine of up to $20,000, up to 12 months' jail, or both.
Offenders who are our employees and students may also face disciplinary action from NTU.
Because of the severity of the situation, please follow the authorities’ latest guidance and observe the law at all times.

宿舍方面，NTU也出台了新的措施，方便管理。具体如下：
由于多数有本地住所的学生已经回家，学校将把大部分剩余的学生集中分配在各宿舍指定楼层。
这有助于确保住校生的安全，并使学校能够及时满足学生的需求。一部分学生将继续待在原宿舍。但从2020年4月13日(下星期一)起，宿舍管理人员将逐步通知另一部分学生其所分配的新宿舍。
请注意以下几点:
1. 学生可以提前打包，收拾东西准备搬宿舍。在丢弃宿舍垃圾时，注意用垃圾袋密封好，放在指定区域。不要把未密封装好的垃圾丢到垃圾槽。
2. 我们会尽力将学生安排在原住的宿舍楼。
3. 按照安全距离原则，每位学生单独分配一个房间，不安排室友。
4. 在告知学生新安排的房间后，学生有三天时间搬宿舍。
5. 此次搬宿舍，不会要求学生多交宿舍费。
持有学生签的住校本科生及2020/21学年在读的学生可以继续住校，但是宿舍价格可能根据规定有相应变化。
所有持学签的应届本科生可以继续待在原宿舍，直至2020年6月30日，住宿价格维持不变。
在政府取消有关的旅游及入境限制前，学校的此次安排会一直有效。
我们的宿舍管理人员和住校教员/住校导师将继续为所有住校人员提供支持和帮助。
